Movement for Liberation of Tanganyika

Dar es salaam, Tanzania

Overview

Tanzania requires comprehensive federal reform to address long-standing structural imbalances within the Union, strengthen autonomy, and ensure equitable governance between the mainland (Tanganyika) and Zanzibar. Federal reform should modernize the Union framework, resolve constitutional ambiguities, distribute powers clearly, and create institutions that reflect fairness, accountability, and mutual respect.

Proposition

  1. Clear Separation of Powers Within the Union
    • Define Union matters with precision
    • Establish non-Union competencies clearly for each government
    • Prevent overlap or arbitrary expansion of Union powers
    • Create constitutional safeguards against unilateral restructuring
  2. Establish a Tanganyika Government
    • Formally create a Government of Tanganyika parallel to Zanzibar’s
    • Enable mainland-specific legislation, budgeting, and internal affairs management
    • Reduce pressure on Union government to handle non-Union Mainland matters
    • Balance political representation at the federal level
  3. Federal Parliament & Institutional Reform
    • Establish a bicameral federal parliament (Federal Assembly + Senate)
    • Ensure equal representation of Tanganyika and Zanzibar in the Senate
    • Create federal institutions with balanced appointments from both sides
    • Introduce mandatory consultation for all Union lawmaking affecting both parties
  4. Intergovernmental Relations & Dispute Resolution
    • Create a permanent Federal Intergovernmental Council (FIC)
    • Establish a constitutional court or federal tribunal to handle disputes
    • Develop formal coordination protocols across ministries and sectors
    • Require joint decision-making for revisions of Union matters
  5. Anti-Corruption & Judicial Accountability
    • Create an independent Inspectorate for Judicial Conduct to investigate misconduct
    • Publish annual audits of the judiciary, prosecution, and court performance
    • Enforce strict penalties for corruption among judges, prosecutors, and court staff
    • Require public disclosure of judicial disciplinary actions
  6. National Unity & Identity within Federalism
    • Promote unity through solidarity policies, cultural integration, and mobility rights
    • Protect freedom of movement, residence, and economic participation across states
    • Encourage federated states to collaborate on infrastructure, trade, and education
    • Maintain one country, one flag, one foreign policy

Current Challenges

📋

Absence of a Tanganyika Government

  • Mainland issues handled at the Union level, burdening federal structures
  • Perception of unfair advantage or inequality in representation
  • Weak political identity and autonomy for Mainland governance
🎓

Unclear Division of Union & Non-Union Matters

  • Overlapping mandates cause confusion and conflict
  • Union matters expanded over time without consensus
  • Weak mechanisms for amending Union lists
💰

Fiscal Imbalances & Limited Transparency

  • Resource allocation lacks clear rules and data transparency
  • No fully defined equalization or revenue-sharing formulas
  • Dependence on political negotiation rather than constitutional mechanisms
🗺️

Weak Intergovernmental Dispute Mechanisms

  • Political negotiation replaces constitutional adjudication
  • Courts lack jurisdiction or clarity to resolve federal disputes
  • Delayed resolution of conflicts increases mistrust
📊

Public Dissatisfaction & Emerging Secessionist Sentiments

  • Mainland calls for Tanganyika statehood
  • Zanzibar autonomy debates intensifying
  • Citizens perceive Union as outdated or imbalanced

Demands

  1. Constitutional Redesign of the Union
    • Clearly define Union & non-Union matters
    • Add amendment procedures requiring joint approval
    • Prevent unilateral changes to federal powers
  2. Establish a Government of Tanganyika
    • Create a Tanganyika legislature and executive
    • Transfer non-Union mainland matters to Tanganyika
    • Provide budgetary and administrative independence
  3. Federal Parliament & Institutional Balance
    • Introduce a bicameral system:
      • Federal Assembly (population-based)
      • Senate (equal representation for Tanganyika & Zanzibar)
    • Reform appointments to ensure equal federal participation
    • Entrench neutrality of federal civil service
  4. Fair Fiscal Federalism
    • Create revenue-sharing formulas based on equity
    • Establish federal grants and equalization systems
    • Publish transparent financial flows between federal and state governments
    • Strengthen the Auditor-General’s authority at all levels
  5. Robust Intergovernmental Coordination
    • Form a Federal Intergovernmental Council (FIC) with binding protocols
    • Introduce a Federal Constitutional Tribunal for dispute resolution
    • Require joint planning in major national sectors (energy, transport, education)
  6. Promote Unity Through Federalism
    • Launch national programs to promote cultural exchange and mobility
    • Harmonize business regulations and free movement rights
    • Develop integrated national projects (ports, energy grids, highways)
    • Foster shared national identity while respecting autonomy
