Dar es salaam, Tanzania

Overview

Tanzania requires deep political reform to rebuild democratic governance, guarantee equal political participation, and prevent state institutions from serving partisan interests. Political reform should create a fair, pluralistic, transparent, and accountable political system where all parties and citizens participate freely without intimidation or inequality.

  1. Strengthen Multi-Party Competition
    • Fully restore political freedoms: rallies, organizing, campaigns
    • Ensure equal access to media for all political parties
    • Reform laws restricting political activity and freedom of assembly
  2. Depoliticize State Institutions
    • Separate ruling party interests from the state administration
    • Ban use of state resources in party campaigns
    • Enforce neutrality of civil servants, regional commissioners, district directors, and police
  3. Independent Institutions
    • Strengthen independence of Parliament, Judiciary, and oversight bodies
    • Reform appointments: ensure merit-based, transparent processes
    • Introduce fixed tenure for key positions (EC, DPP, Chief Justice)
  4. Campaign Finance & Party Funding Reform
    • Clear rules on campaign donations
    • Mandatory disclosure of all funding sources
    • State funding based on vote share for fairness
    • Criminal penalties for illicit financing
  5. Protect Rights of the Opposition
    • Guarantee equal political space
    • End political arrests
    • Provide legal protections for opposition offices, meetings, and demonstrations
  6. Citizen Participation & Decentralization
    • Strengthen local government decision-making.
    • Improve community participation in budget processes.
    • Enhance ward and village councils’ powers.
